Antique Cast Iron Wall Swing Swivel Arm for Telegraph Sounder Resonator Box ??
After a fair amount of research, I'm landing on the theory that it is a wall arm arm for a telegraph sounder resonator box.  I don't know this for sure, so you will have to be the judge of this, and I would appreciate any help further identifying it.
The mount on the end of the short riser arm is 2-5/8" x 1-3/4", and it has four small mounting holes in it.  Those small holes are the primary reason why I don't think this is a diner swivel seat - the leverage exerted by a person would rip this arm off the wall.  The small holes indicate a relatively light load on the other end of the arms.  However, that doesn't mean you couldn't enlarge the holes to accept bolts and maybe increase the service load on the other hand, but any decision to do this is undertaken at the discretion of the buyer.
The short riser arm is 5" from the mounting point to the center of the pivot point, and rises about 6" from the bottom of the mount to the top of the long horizontal arm.  The pivot pin is attached to the long arm and fits down in the short arm (it just pulls out of the socket in the short arm and the pin stays with the long arm).  This arrangement allows for the short arm be reversed so the arm goes down, rather than up.
The long arm is 14" long from the pivot point on the short arm to the pivot point on the rotating pan on the end of the long arm.  The pan on the end of the long arm is 2-piece, with the lower piece a part of the arm casting and fixed (non-rotational).  That lower part has holes in it for accessing the holes in the rotating pan above, which are larger more robust than the holes in the mount on the short arm.  This confuses my theory about the mount on the other end being a wall mount.  Perhaps the rotating pan is actually
    the
mounting point, and some object mounts to the other end.  Again, I'm not sure.  The top rotating pan is 5" diameter and the pin connecting it to the bottom part appears to be a rivet, so I don't think that pan will come off willingly.
Total overall size of this assembly if mounted on a wall with the short arm a riser is about 21-1/2" long x 5" wide x 6-1/2" high.  If the short arm is turned upside down, the height is 5".
All of the castings are very heavy duty as shown.
Condition is very good, with a good black patina (light oxidation), and soiling to the casting under the pan as shown.  Actually, the soiling to that part insinuates that the arm was mounted with the pan down and probably the mount as speculated above, perhaps from on top of something up high.  Again, I don't know and would love to hear any theories or actual identifications you may provide.
