The Tallit has special four hand-knotted fringes called Tziztiot - embroidered ends each with 8 strings according to the Jewish laws -the Halacha. They are placed 2 at front and 2 at the back of the body, and we refer to them as the 4 ends of the universe, in Hebrew: Arba Kanfot Tevel, or Katsvot Tevel.

– Blessed art thou Hashem, our God, King of the universe, Who has sanctified us with His commandments and has commanded us to wrap in Tzitzit.
It is usually said when wearing the Tallis before morning prayer (Shaharit in Hebrew) and putting the Teffilin (Phylacteries), but also every time before prayer during the day. if a Mitzva is not continuous, meaning that there is a period when a person is obligated in it (i.e. day) and a period of exemption (i.e. night) then every time the person performs the Mitzva again he has to say a new Beracha on it.
