    Recognizing the 50th Anniversary of the
    California Off-Highway Motor Vehicle Recreation (OHMVR) Program
    WHEREAS, the California State Parks, Off-Highway Motor Vehicle Recreation (OHMVR) Program was established in 1971 by legislation coauthored by two state legislators, off-roader enthusiast Gene Chappie, and environmental supporter Ed Z’berg; and
    WHEREAS, AB 2342 “The Chappie-Z’berg Off-Highway Vehicle Act of 1971” was signed into law on December 22, 1971 by Governor Ronald Reagan; and
    WHEREAS, the Chappie-Z’berg Law was founded on the principle that responsibly managed OHV use was better for the environment than unmanaged activity; and
    WHEREAS, the Mission of the Off-Highway Motor Vehicle Recreation (OHMVR) Division, established in 1982, is to provide leadership statewide in the area of off-highway vehicle (OHV) recreation; to acquire, develop, and operate state-owned vehicular recreation areas; and to otherwise provide for a statewide system of managed OHV recreational opportunities through funding to other public agencies; and
    WHEREAS, The OHMVR Division works to ensure that quality OHV recreational opportunities remain available for future generations by providing for education, conservation, safe use, and enforcement efforts that balance OHV recreation impacts with programs that conserve and protect cultural and natural resources.; and
    WHEREAS, The OHMVR Grants and Cooperative Agreements program has provided millions of dollars in financial assistance for well-managed off-highway vehicle recreation in the State of California through grants to cities, counties, districts, federal and state agencies, educational institutions, federally or state recognized Native American Tribes, Certified Community Conservation Corps, and nonprofit entities.; and
    NOW, THEREFORE BE IT RESOLVED that the California Off-Highway Motor Vehicle Recreation Commission recognizes 2021 as the 50
    th
    Anniversary of the California Off-Highway Motor Vehicle Recreation Program, and encourage all related agencies, groups, associations, and persons to recognize and commemorate the 50th Anniversary by any and all efforts to highlight and honor the history, significance, contributions, and achievements that went into the development OHMVR program and its contribution to the people of California and the nation.

    The Off-Highway Motor Vehicle Recreation Program was created in 1971 out of the critical need to better manage growing demands for off-highway recreation, while at the same time foster respect for private property rights and protect California's natural and cultural resources. Today, this program, a division of the California Department of Parks and Recreation, is the largest and most successful program of its type in the U.S. The program continues its commitment to provide safe, enjoyable recreation while balancing the need to protect the state's resources.
    In addition to providing accessibility to off-highway recreation for everyone from hikers to bikers to bird watchers, the program provides a variety of services and benefits to California's residents and visitors, including resource management of state lands, wildlife habitat protection, youth development and law enforcement.
    Program funding comes from fuel taxes which are attributable to the recreational use of vehicles off highway, off-highway vehicle registration fees and fees collected at State Vehicular Recreation Areas.
    State Vehicular Recreation Areas, or SVRAs, are OHV parks which are operated by the OHMVR Division of California State Parks. Each SVRA has an operational program which provides (in most locations) the following services:
    Trails, tracks, and other OHV Recreation opportunities
    Restrooms, camping, shade ramadas, water
    OHV parts store
    Public safety, including law enforcement, first aid, and search and rescue
    Maintenance including repair and maintenance of OHV trails, buildings, equipment and public use facilities
    Interpretive and educational activities and publications promoting safe and responsible OHV recreation
    Resource management designed to sustain OHV opportunities, protects and enhances wildlife habitat, erosion control, revegetation, etc.

    California Department of Parks and Recreation
    manages 280 park units, which contain the finest and most diverse collection of natural, cultural, and recreational resources to be found within California. These treasures are as diverse as California: From the last stands of primeval redwood forests to vast expanses of fragile desert; from the lofty Sierra Nevada to the broad sandy beaches of our southern coast; and from the opulence of Hearst Castle to the vestiges of colonial Russia.
    California State Parks contains the largest and most diverse natural and cultural heritage holdings of any state agency in the nation. The State Park System includes State Parks, State Natural Reserves, State Historic Parks, State Historic Monuments, State beaches, State Recreation Areas, State Vehicular Recreation Areas, State Seashores and State Marine Parks. Within the system are Natural and Cultural Preserves, lakes and reservoirs, coastal beaches, historic homes, Spanish era adobe buildings, lighthouses, ghost towns, museums, visitor centers, conference centers, and off-highway vehicle recreation areas.  Together, State Park System lands protect and preserve an unparalleled collection of culturally and environmentally sensitive structures and habitats, threatened plant and animal species, ancient Native American sites, historic structures and artifacts... the best of California's natural and cultural history.
    With over 340 miles of coastline, 970 miles of lake and river frontage, 15,000 campsites and 4,500 miles of trails, the State Park System provides wonderful recreational, educational, and inspirational opportunities for over 67 million visitors a year.
